Most of operating system from windows 8 to higher versions have the so called "Hybrid Shutdown" feature. This is meant to decrease device start-up time....but when this feature is turn on this may cause your shutdown problem in most device which is very fast in loading start-up.
This may result in similar to restart command...so there is no way for the laptop or pc's
to shutdown or turn off the machine.
Now let me teach you the very quick solution on this problem.
I will show you below in how you can disable the "Hybrid Shutdown" feature and fix your windows 8.1 or windows 10
1. In the searchbox in the desktop, type POWER OPTIONS and open it when it is showed
2. In the left pane, click the CHOOSE WHAT THE POWER BUTTONS DO
* you can see that the SHUT DOWN SETTINGS in the bottom part is disabled.
*you cannot change unless you click the CHANGE SETTINGS THAT ARE CURRENTLY UNAVAILABLE in the top part of the window.
3. After that...uncheck the check box labeled TURN ON FAST STARTUP(RECOMMENDED) in the bottom part.
4. Click SAVE THE CHANGES of what you do.
5. Now..test the SHUTDOWN...click it and you will see...it is working.
